The department was established in 2002 under the name of ‘Department of Information Engineering’. It enrolled its first batch of students according to the university system plan of quarters; the study was a three-year period, which lasted until the academic year (2004-2005). After that, it had adopted a semester system and the study period had become a term of four years. It accepted a first batch of students, according to the central admissions plan of the Ministry of Higher Education and Scientific Research.

The department has launched graduate study programs (M.Sc. / PhD) degree in information and communication engineering since its inception in 2002. A new name has been implemented for the department (Department of Information and Communication Engineering) after obtaining the expansion of the college and the opening of new sections in the academic year (2008-2009). The section aims to graduate engineering staff able to develop information and communication systems and applications, management and used effectively and efficiently to provide integrated quality in information and communications technology services and graduate them with a B.A. of Science degree in Information and Communication Engineering.
